I cannot find an insurance company that will provide me coverage so I don't have any, tried state farm,geico and a few others all declined to insure my condo.

Do you have a mortgage? I can't believe a mortgage company even allowed this. Call management immediately and have them put you in contact with the agent for the building. They will get you coverage.

I have been denied with all as well. State Farm, Allstate, etc.

I also do not have any insurance not for lack of trying, so I guess i am "winging" it as well as the other person.

Is it something to do with the location or construction?

It appears that many of the larger insurance companies won't provide a Condo policy for your unit due to the location and proximity with the hudson river. However, there is still no excuse for "winging" it and not having insurance.

The insurance that is trying to be mandated is for personal liability coverage and NOT necessarily a condo policy. If you discussed these things on the google board you would realize that and also realize that an umbrella policy would suffice.
